Your headquarters does not need to be directly next to a base you'd like to attack; as the attacker, you are instead charged Oil based on how far away you are from your intended target (this applies to attacking NPCs as well). The farther your headquarters is located from your target, the more Oil will be needed. Being as close to your target as possible can be in your best interest to save on attack costs.
If another player's army attacks your base while you are offline, when you log back into the game, you will be notified of any attacks that occurred while you were offline. You can then review the attack log, repair any damage done to your base, and prepare for future attacks.
